Kidnapping, assault charges stayed against 3 Calgary police officers

Criminal charges were stayed Thursday against three Calgary police officers.

The officers had originally been charged in 2017, after an investigation into a 2010 incident involving at-risk youth.

Sgt. Mark Schwartz and Det. Paul Rubner were charged with kidnapping and assault, and Det. Reagan Hossack was charged with kidnapping at the time.

The three officers were all veterans of the force, with a respective 17, 26, and 19 years of service.

On Jan. 20, 2010, the three members were with the vice unit. They picked up a man who they believed might have had information on a young woman being sexually exploited.

The officers were accused of driving the man around and assaulting him, by a former member of CPS who was with the officers at the time.

He filed a formal report in 2015, and the investigation was forwarded to the Edmonton Crown prosecutor, who recommended the charges. The Crown has since reviewed the file and all charges were stayed.

Calgary police said in a release that all three officers remain on duty.
