Hundreds of people lined up in Morley, Alta.,for the second timeTuesday afternoon,somewaiting for hours to get pre-paid debit cards.

"The process was very confusing. It wasn't clear on how we were supposed to access the relief funds," said Kristy Crow Spreads His Wings.

Elder and organizer Sykes Powderface says there has been confusion over who qualifies.

Applicants must have proof of residence and a documented home inspection.

Eligible adults get $1,250 and each child can receive $500in provincial money to coverflood-related expenses.

"First of all they have to be flooded, and they have to go through an inspection by the official inspection team that came out here," he said.

He says it'stough to keep track of everyone impacted, explaining there are manyfamilies living with extended relatives under one roof.

"At the lower end, we're talkingsix per home and, at the high end,eight per home," saidPowderface."That's almost 75 per cent of our total population that's been affected."
