Cold weather emergency shelters will stay open all winter

As winter approaches, changes are coming to cold weather shelters for the homeless in Kamloops.

Last year, the Emerald Centre shelter was not allowed to open its doors until the temperature dipped below minus three.

This year it's set to open November 1st - whatever the weather.
