Police warn Winnipeg women as sex offender released

Police are warning the public about a convicted sex offender released from Stony Mountain Institution Friday who they say is at a high risk to re-offend.

Timothy Frederick Koltusky, 28, is expected to live in Winnipeg.

He has been convicted of sexual assault with a weapon, as well as "many other criminal offences."

The Manitoba Integrated High Risk Sex Offender Unit, a joint forces unit of Winnipeg Police and RCMP, said although Koltusky participated in sex offender treatment programs while in prison, he is still considered a high risk to re-offend.

Police said "females are at risk of sexual violence."

They also said Koltusky changed his name from Kevin Scott Steppan after being convicted of a number of sexual offences in 2010.

He ended up behind bars again for breaching the conditions of his release.
