Sex offender's release prompts warning

The public is being warned about a sex offender being releasedSaturday from Stony Mountain Institution in Manitoba.

Timothy Frederick Koltusky, 26, is a convicted sex offender who is considered at high risk to become involved in further sexual offences, according to the Manitoba Integrated High Risk Sex Offender Unit (MIHRSOU), a joint forces unit of the Winnipeg Police Service and RCMP.

Koltusky, who haslegally changed his name from Kevin Scott Steppan, was released from Headingley Correctional Centre in August 2010 but had his long-term supervision orderrevoked 90 days ago for failing to follow instructions ofhis parole officer.

He is now being released once again but is still considered high risk to re-offend, the MIHRSOU cautioned in a community notification.

Koltusky isexpected to take up residence in Winnipeg.

Females of all ages are at risk of sexual violence, stated the MIHRSOU.

Assault of a sex trade worker

On August 8, 2005,Koltusky took a sex-trade workerto a secluded area along the riverbank in Winnipeg, where he punched and kicked her numerous times, causing injuriesbefore heattempted to throw her into the river, the MIHRSOU release stated.

Two days later, he took another sex trade workerto a secluded area where he began touching her in a sexual manner.

Hethen put a rope around the woman's neck, police said.

During the ensuing struggle, Koltusky punched the woman, ripped off her shirt and bra and pulled down her pants.

Shewas able to step out of her pants and escape. Koltuskywas arrested a few days later.
