Arrest made in death of man whose last moments were live streamed on Facebook

A man has been charged with second-degree murder in the shooting death of a father whose dying moments were broadcast live on Facebook.

Cameron Bounthieng Kinnavanthong, 32, has been charged with second-degree murder, plus several other charges related to possession of weapons and other restricted devices, police said on Friday.

William Sumner, a 27-year-oldfather of three, was shot three timeson Father's Day in Winnipeg's North End.

"This is a pretty violent individual to do what was alleged inside that residence," said Const. JayMurray, a Winnipeg police spokesperson.

Sumner was at a house on the 600 block of Pritchard Avenue on Sunday when there was a fight with Kinnavanthong and some other people, police said. Police allege Kinnavanthong pulled out a handgun and fired a number of shots at Sumner before fleeing the house.

A local woman posted a live broadcast on Facebook of emergency workers trying to resuscitate Sumner.

Family members learned of Sumner's deathwhen someone posted an RIP message on his Facebook wall.

Lisa DeLaronde, the woman who posted the video, removed it after Sumner's family expressed how upset the Facebook postings made them.

DeLaronde said the video was part of her effort to show the reality of living in her crime-ridden North End neighbourhood.

Kinnavanthong was driving around Logan Avenue and KeewatinStreet when he allegedly pointed a handgun at another driver on Tuesday at around 8:30 p.m., police said.

Two days later,Kinnavanthong's vehicle was spotted in the same area by a police officer. The vehicle was followed to the 1800 block of Logan Avenue, where it parked behind a house.

The police armoured vehicle and multiple officers, including the tactical support team, secured the area. Kinnavanthong eventually left the house without incident and was arrested.

When officers searched the house they found a handgun and an automatic assault rifle, police said.

"I'm not sure what would cause somebody to point a gun at somebody in a vehicle. One thing is clear, this is a very violent individual," Murray said.

Policebelieve drugs are involved and there were "gang associations with regards to the victim and the accused in this matter," he said.
