N.B. COVID-19 roundup: 65 new cases, and hospitalizations and ICU admissions rise

New Brunswick has another 65 new cases of COVID-19 on Tuesday, putting the province's active case count at 509, the dashboard shows.

The number of people in hospital and in intensive care have both risen by one to24 and 15 respectively.No one under the age of 19 is currently hospitalized, according to a news release from Public Health.

A total of 77.9per centpercent ofNew Brunswickersaged 12 and older are fully vaccinated, up from 77.8 per cent on Monday, while86.6per cent have received at least one dose, up from 86.5.

The latest figures come as new COVID-19 measures are set to take effect.

Starting at 11:59 p.m.,people aged 12 and older will be required to show proof of full vaccinationand government identification to access most non-essentialbusinesses, services and events, and masking will be mandatory in all public indoor spaces.

In addition, anyone entering the province, including New Brunswickers, must pre-register through theNew Brunswick Travel Registration Program.

People who are unable to receive a vaccine for a medical reason must show a proof of exemption signed by a health-care provider.

People or businesses that failto follow the new regulations under thePublic Health Actcould face fines ranging between $172.50 and $772.50 under theProvincial Offences Procedure Act.

Places where proof of vaccination will berequired include:

• Indoor festivals, performing arts and sporting events
• Indoor and outdoor dining and drinking at restaurants, pubs and bars
• Movie theatres, nightclubs, amusement centres, pool halls, bowling alleys and casinos
• Gyms, indoor pools and indoor recreation facilities
• Indoor group exercise facilities
• Indoor organized gatherings, including weddings, funerals, parties (excluding parties in a private dwelling), conferences and workshops
• Indoor organized group recreational sports, classes and activities.
• Visiting a long-term care facility.

Acceptable proof includes a MyHealthNB record, an immunization record from a regional health authority clinic, pharmacy or Public Health,a photo or copy of an immunization record, or proof of vaccination from another jurisdiction.

Government-issued ID may include a driver's licence, birth certificate and medicare card.

Places where masks will be mandatory include:

• Public spaces where the public and employees interact, such as retail businesses, malls, service centres.
• Places of worship, and restaurants and bars except while eating.
• Organized indoor gatherings in public spaces, such as weddings and funerals.
• Common areas such as lobbies, elevators and hallways, and public shared spaces, including those inprivate sector and government workspaces.
• Public transportation.

Businessescan now access materials online, such as posters, to inform their patrons about the new regulations, theprovince announced.

New Brunswick has had 3,501confirmed cases of COVID-19 since the pandemic began, with 2,943recoveries so far and 48 COVID-related deaths.

A total of 440,909tests have been conductedto date, including 3,126 on Monday.

More confirmed cases in schools

Positive cases of COVID-19 have been confirmed in eight schools across two health zones, Public Health announced Tuesday.

In theFredericton region, Zone 3,cases have been detectedatCarleton North High School in Florenceville-Bristol and Meduxnekeag Consolidated School in Woodstock, according to a news release. The number of cases was not revealed.

Additional cases have also been confirmed at Andover Elementary School in Perth-Andover, Perth-Andover Middle School, Southern Victoria High School in Perth-Andover, it said. Again, the number of cases was not provided.

But in response to the "high number" of cases impacting all three schools in the Perth-Andover community, a testing program for high school students who have not been able to book a test through a COVID-19 assessment centre is being set up at Southern Victoria High School, the province announced Monday.

These tests are self-administered and if a positive result occurs from the rapid test, a PCR test conducted through an assessment centre will be done to confirm the result.

The Anglophone West School District was informed by Public Health of positive cases atAndover Elementary Schoolon Sept. 13, followed by positive cases atSouthern Victoria High Schoolon Sept. 15 andPerth-Andover Middle Schoolon Sept. 16, said spokespersonJennifer Read. On Monday, the district was informed of additional cases at all three schools, she said without indicating the number.

"We switched to distance learning to mitigate the risk of spread and allow for a safe continuance of learning. This decision was made after receiving all relevant information regarding the situation and collaborating with officials from Public Health," Read said in an emailed statement.

For elementary school and some middle school students, teachers communicated a plan for learning by email or prepared packages, she said. For some middle and allhigh school students, teachers moved to online learning and followed their regular class schedules.

Distance learning is expected to continue for the rest of the week, but officials will be keepinga close eye on the situation, said Read.

"One of the most valuable lessons learned from last year was the importance of maintaining a connection with our students and the continuity of learning," she said. "The transition to distance learning fosters connection and learning while keeping our students' health and safety at the forefront."

In the Edmundston region, Zone 4, apositive case has been confirmed at each of the following schools: cole Marie-Gatane in Kedgwick and cole Saint-Jacques in Edmundston.

Positive cases have also been confirmed at John Caldwell School in Grand Falls. The number was not indicated.

People who have been inclose contact with a casewill be notified directly by Public Health for contact tracing.

Under New Brunswick'sHealthy and Safe Schoolsguidelines, schools with cases will close or move to online learning for at least one calendar day to support contact tracing, risk assessments and operational responses.

Confirmed cases at Zone 3 nursing home

Positive cases of COVID-19 have been identified at a nursing home in the Fredericton region, Zone 3, the Department of Health confirmed to CBC News on Tuesday.

Caseshave been confirmed at the Victoria Glen Manor in Perth Andover, said spokesperson Bruce Macfarlane.

He did not say how many cases or whether they involve residents or staff members.

The provincial rapid outbreak management team, also known as PROMT,has been activated and is conducting a round of testing at the site, Macfarlane said.

The 65 new cases of COVID-19 announced Tuesday are spread across every one of the seven health zones. Here is the breakdown:

No complaints to Elections Canada on virus-related voting issues

An official with Elections Canada says she has not received any direct complaints about voting access problems related to COVID-19.

CBCNews heard from a few voters who were unable to cast ballotsMonday because of the need to self-isolate, andwho were upset there was no other option for them.

Franoise Enguehard,regional media adviser forElections Canadain the Atlantic provinces, says that's why at the beginning of the election period, Elections Canada stressed people should not wait until the last minute to vote.

"It's an unfortunate event, but it is not unlike what happens every electionand we never speak about, which are, you know, cases of people who fall ill just before the election and have to be hospitalized," she told CBC's Information Morning Fredericton on Tuesday. "The people who have to leave unexpectedly because there is a family crisis do not get to vote either."

There are many advance voting options, she said, and 5.8 million people took advantage of them.

Public Health recommends that people who havebeen at apossible public exposuresite and are not fully vaccinated get aCOVID test, even if they don't have symptoms. They canbook an appointment onlineor callTele-Care 811.

If they do have symptoms, they must isolate while they await their results.

For peoplewho are fully vaccinated,Public Health recommends they monitor for symptoms for 14 days after the possible exposure and get a COVID test if symptoms develop.

Anyone who frequented the locations at the specified dates and times should also avoid visiting settings with vulnerable populations such as nursing homes, correctional facilities and shelters forthe next 14 days.

What to do if you have a symptom

People concerned they might have COVID-19 cantake a self-assessment test online.

Public Health says symptoms of the illness have included a fever above 38 C, a new or worsening cough, sore throat, runny nose, headache, a new onset of fatigue, and difficulty breathing.

In children, symptoms have also included purple markings on the fingers and toes.

People with one of those symptoms should stay at home, call 811 or their doctor and follow instructions.
