N.B. COVID-19 roundup: 2 more deaths, 130 new cases, Horizon moves to 'red alert'

New Brunswick recorded two more COVID-related deaths and 130 new cases Friday, and the Horizon Health Network announced it will move all of its hospitals and health-care centrestothe "red alert" COVID-19 level next Wednesday.

A person in their 80s in the Moncton region, Zone 1, and a person 90 or older in the Campbellton region, Zone 5, have died, putting the province's death toll at72.

Fifty-eight people hospitalized because of the virus, up from 55 on Thursday, with 30 of them inintensive care, a decrease of one.

There are now 881 active cases of COVID across the province.

"While we are prepared to deal with surges and outbreaks, the fourth wave of the COVID-19 pandemic has proved to have a major effect on our already-stressed health care system," Horizon's interim president and CEODr. John Dornan said in a statement.

"Returning to these red alert level protocols will allow us to redeploy staff to maintain our emergency services and ICUs, caring for COVID-19 patients and those who are critically ill."

Some non-urgent medical procedures and elective surgeries may be postponed, Horizon said in a news release.

Non-urgent ambulatory outpatient clinics and professional service outpatient appointments, including therapeutic services, blood and specimen collection, diagnostic imaging (X-ray), electrodiagnostics and respiratory therapy, may also be postponed.

The Vitalit Health Network also announced plansThursdayto moveall of its hospitals to "red alert" next Tuesday. The change took effect immediately for the Campbellton Regional Hospital, however, because of aCOVID-19 outbreakthere.

Both regional health authorities have also suspended visits to all hospitals, with some exceptions, including for designated support persons.

Horizon says its red alert measures will remain in place for at least two weeks and be reassessed at that time.

Patients are urged not to visit ERs for non-urgent health-care needs.

Of the New Brunswickers in hospital, 43 are unvaccinated, four are partially vaccinated and 11 are fully vaccinated, Public Health said in a news release.

Of the new cases, 76 or 58 per cent are unvaccinated, 15 or 12 per cent are partially vaccinated, and 39 or 30 per cent are fully vaccinated.

A total of 81.2 per centof New Brunswickers aged 12 and older arenow fully vaccinated, up from 81.1 per cent on Thursday, while 90.3 per centhave their first dose, up from 90.1.

Premier Blaine Higgs said the limits on Thanksgiving gatherings this weekend and the two-week circuit breaker restrictions for parts of the province, are aimed at reducing the spread of the virus.

Theyare "necessary to keep everyone safe," he said in a statement. "I recognize the challenges these measures pose for New Brunswickers, but as we know, the alternatives are worse."

Chief Medical Officer of Health Dr. Jennifer Russell said she knows the restrictions will be difficult, especially this weekend, as Thanksgiving istypically a time to gather with friends and family.

"However, we have seen a high number of cases sparked from private gatherings. We need to slow the spread and in order to do that, New Brunswickers must not have gatherings at their homes this weekend," she said.

Private Thanksgiving celebrations, whether indoor or outdoor,are limited to single households between 6 p.m. Friday and 11:59 p.m. on Monday.

A single household refers to individuals who are living together. "It can be extended to include caregivers for any of those people, plus any parent, child, sibling, grandparent or grandchild of those people who requires support, plus any one additional person who lives alone at another address who requires support," Public Health said.

People are allowed to gather in a place that requires proof of vaccination, such as a restaurant.

The areas coveredby the circuitbreaker are Zone 1 (Moncton region) as far north as and including Sainte-Anne-de-Kent and including Havelock in Zone 2 (Saint John region); the northern portion of Zone 3 from and including Deerville and Florenceville-Bristol; and all of Zone 4 (Edmundston region), including Menneval,Whites Brook andSt-Jean-Baptiste in Zone 5 (Campbellton region).

Circuit breaker includes communities in Zones 2, 5

When the circuit breaker was announced on Tuesday, the province made no mention of Zones 2 or 5 being affected.

They were mentioned for the first time Thursdayafternoon, when Public Healthexpanded its description of the areas affected to include Havelock and Menneval. However, the news release did not clearly explainthe change.

On Friday,Adam Bowie, spokesperson for the Executive Council Office, confirmedWhites Brook andSt-Jean-Baptiste in Zone 5, are also included under the circuit breaker, which took effect at 6 p.m.

Asked about the additions,Bowie said no communities were added.

"Our additional comments on the topic were to provide clarity for better understanding of the borders of the areas impacted," he said in an emailed statement.

The full list of communities was posted on the circuit breakerwebsite on Wednesday, said Bowie.

Havelock was originally included under Zone 1 and Menneval was originally included under Zone 4, even though they're "technically" in Zones 2 and 5, he said.

"For this reason, Zones 2 and 5 were added on the website, though there were no changes to the impacted communities."

People who live in these areas must not have gatherings at private homes inside or outside with anyone who does not live at that home, with a few exceptions.

A single household includes individuals living together. It can be extended to include caregivers for any of those people, plus any parent, child, sibling, grandparent or grandchild of those people who requires support, plus any one additional person who lives alone at another address.

Peopleare allowed togather at businesses,events and services where proof of full vaccination with a government-issued ID is required.

Travel to or from circuit breaker regions is restricted, except for those who must travel for essential reasons, including work, health services, child custody, childcare or post-secondary education, or travel to events where proof of vaccination is required, the website states.

Schools will remain open but sports and extra-curricular activities will be paused for those under 12and no spectators are allowed at these events for those 12 and older.

All businesses can remain open but must continue to follow mandatorymeasures.

Ottawa ready to help

Prime Minister Justin Trudeau had a telephone meetingwith Premier Blaine Higgson Friday to discuss therising number of COVID-19 cases in New Brunswick, among other issues.

Trudeau "emphasized that the Government of Canada remains ready to respond to any requests from the Government of New Brunswick, including supplying additional rapid testing kits," according to a news release.

Starting Tuesday, rapid tests will be used in schools for unvaccinated students who are deemed aclose contact of a positive case.

The unvaccinatedstudents will be provided with either a five- or 10-day supply of rapid tests, depending on the last possible exposure date to the confirmed case, along with instructions.

They will have to isolate for at least 24 hours and can return to school after twonegative tests, provided they haveno COVID symptoms but willbe required to continue to test daily until Public Health says they can stop.

Some experts have called for even wider use of rapid tests in the province, saying they could "put a lid" on transmission.

The leaders also discussed vaccine registration and the Canada-U.S. land border, theimportance of continuing to increase vaccination rates,the shortage of health-care workers, andthe federal government's commitment to work with provinces and territories to make training for health-care positions more accessible, according tothe release.

Other topics includedthe importance of immigration,business support programs,infrastructure,climate change, including the potential for clean energy in Atlantic Canada, and the urgency of reaching an agreement on early learning and child care that would respond to the needs of parents in New Brunswick.

New Brunswick has had 4,987 confirmed cases of COVID-19 since the pandemic began, with4,033recoveries so far.

A total of 485,332tests have been conducted to date, including 3,285on Thursday.

Peace officers have more powers this weekend

Peace offers are being given extended powers this long weekend to clamp down on Thanksgiving gatherings in violation of the province's revised mandatory order.

Starting at 6 p.m. Friday,private gatherings can only include people in their household bubble plus one person who lives alone.

The restrictions were put in place to reduce the spread of COVID-19, asthe province continues toseerecord new cases, hospitalizations and deaths.

Under the revised order, peace officers can order a premise bevacated and can detain people under certain conditions.

Constitutional lawyer Lyle Skinner says the restrictions are justifiedbut notes a draft version of the orderposted online Thursday also applied to people's homes. It has since been changed.

Still, the fact some of the revisions to the order were madeless than 12 hours before itcame into effect is a concern, he said.

It's not a lot of time for peace officers and the public to get up to speed.

"Is the public aware of what specific powers are given? You know, a vague law is a friend to no one. It's not helpful to New Brunswickers[who should]know what exactly their obligations are. And it's not helpful either to peace officers who are trying to do their job,where the guidelines and parameters of conduct should be."

Department of Justice and Public Safety officials could not immediately be reached for comment.

Skinner says the province has to be more proactive in making necessary changes and informing people. News releases aren't legal documents, he added.

Call to report total population vaccination rate

A Green Party MLA is calling on the government to change the way it reports vaccination rates.

Megan Mitton, who representsMemramcook-Tantramar, says the government should provide the rate for the total population, not just for the eligible population of those aged 12 and older.

"We need to start talking about vaccination levels for the whole population," she posted on Twitter.

"Yes, under 12 aren't eligible but they are still part of the population. Count them in the numbers so we aren't [misled] into thinking we are close to herd immunity if we aren't."

Mitton was reacting to the province's announcement Thursday that90.1 per cent of the eligible population has received their first dose of a COVID-19 vaccine, while81.1per cent arefully vaccinated.

On Friday, the numbers were90.3 per cent and 81.2 per cent respectively.

Premier Blaine Higgs called the "milestone" partial vaccination rate"very encouraging news."

"If we can get everyone who has had a first dose to get their second dose, we could reach 90 per cent fully vaccinated within a month," he said in a news release.

The province's goal is to get at least90 per cent of the total population double-dosednow that the highly transmissible delta variant is the dominant strain driving the fourth wave.

That's what's needed for "optimal community protection,"Dr. Gordon Dow, an infectious disease specialist with theHorizon Health Network, has said.

According to CBC'svaccine tracker, 72.2 per cent of New Brunswick's total population is fully vaccinated, and 80.2 per cent have received one dose.

Public Health announced 116 new cases of COVID-19 on Thursday.

Of those, 39 involve youth aged 19or under, according to a news release.

The province does not release a further breakdown, but testing data on the COVID-19 dashboard, when tracked daily, reveals10 involve children under 10, who are too young to be vaccinated. The other 29 are aged 10 to 19.

2 more deaths, no new cases at Sackville nursing home

A COVID-19 outbreak at a Sackville nursing home has claimed two more lives.

Drew Nursing Home reported two more deaths in an update to families Friday. This brings the number of deaths at the 118-bed facilityto eight.

"Our sincere sympathies go to the families and friends of these two residents," the notice said.

The results from Tuesdays testing showedno new positivecases, according to the notice. "We are however awaiting the results for two staff members."

Of the 29 positive cases detected, there are now four active cases two residents and two staff.

Another round of testing was conducted Friday and the results are expected within 48 to 72 hours.

"Although the results were all negative from the last testing, we must continue to remain diligent to ensure this continues."

The home announced it was closed to visitors on Sept. 14, aftera staff member tested positive.

New cases at 6schools, 1 daycare

New cases of COVID-19 were reported at six schools and one daycare across three health zones Friday.

In the Moncton region, Zone 1, a case has been confirmed at cole le Mascaret in Moncton.

A new case has been confirmed at the following previously impacted schools: cole Sainte-Bernadette andcole L'Odysse, both located in Moncton; and Hillsborough Elementary School.

In the Fredericton region, Zone 3, acase has been confirmed at Tobique Valley High School in Plaster Rock.

A new case was confirmed at Meduxnekeag Consolidated School in Woodstock, which was previously impacted.

In the Edmundston region, Zone 4, acase has been confirmed at Garderie les petits entrepreneurs in Saint-Andr.

Since Sept. 7, 83 schools and 45 early learning and child-care facilities have had confirmed cases of COVID-19.

Public Health has identified a case of COVID-19 in a person who may have been infectious while on the following flight:

Public Health recommends that people who have been at a possible public exposure site and are not fully vaccinated get a COVID test, even if they don't have symptoms. They can book an appointment online or call Tele-Care 811.

If they do have symptoms, they must isolate while they await their results.

For people who are fully vaccinated, Public Health recommends they monitor for symptoms for 14 days after the possible exposure and get a COVID test if symptoms develop.

Anyone who frequented the locations at the specified dates and times should also avoid visiting settings with vulnerable populations such as nursing homes, correctional facilities and shelters for the next 14 days.

Public Health says symptoms of the illness have included a fever above 38 C, a new or worsening cough, sore throat, runny nose, headache, a new onset of fatigue, and difficulty breathing.

In children, symptoms have also included purple markings on the fingers and toes.
