N.B. COVID-19 roundup: 2 more deaths, Higgs issues clarification about positive cases avoiding isolation

COVID-19 has claimed the lives of two more New Brunswickers and infected 68 more people, Public Health reported Tuesday.

Unlike previous news releases in recent weeks, which have led with vaccination rate updates, Public Health confirmed two people in their 80shave died "as a result of COVID-19, one in Fredericton region, Zone 3,and one in the Edmundstonregion, Zone 4.

This brings the total number of COVID-19-related deaths in the provincesince the pandemic beganto 56.

Premier Blaine Higgs and Chief Medical Officer of Health Dr. Jennifer Russell both offered their condolences to the families and friends of the victims.

Forty people are hospitalized with the respiratory disease, down one from Monday, with 16 still in intensive care.None of them are under the age of 19, Public Health said.

But 21 of the new cases do involve youth 19 or under,according to therelease.

Eighty-four more people have recovered since Monday, reducingthe province's active case count to632 the first decline since early September.

A total of 79.5per centofNew Brunswickersaged 12 or older are now fully vaccinated, up from 79.3 per cent on Monday, while 88.4per cent have received at least one dose, up from 88.1.

Positive cases should isolate

Premier Blaine Higgshas issued a statementto clarify comments he made to CBCNews on Mondayregarding a possible change in policy that would allowsome people who test positive to avoid self-isolationand continue to work, if they're fully vaccinated.

"The point that I was trying to make was that anyone that's tested positive for COVID-19 should isolate from others, and wait for direction from Public Health," he said in an email Tuesday afternoon.

"However, if there's a situation where an individual works remotely, or from home, and their COVID-19 symptoms are mild, there may be opportunities for them to continue working if they so choose.

"As far as other comments, it is important to clarify that most contacts of a case who are fully vaccinated are not required to self-isolate and can go to work."

On Monday, during an interview with CBC's Information Morning Moncton, Higgs said he believes there's a way to manage "thisbrand of COVIDwith vaccinations and testing that is different than before.

"So not everyone has to rush and isolate just because they test positive. And that's where we're working to get, and be able to provide clarity to that in the next day or two."

The province has to findways to live with COVID-19, knowing "there's a good 10 per cent" of the population who won't get vaccinated, he had said.

That includes finding ways tokeep people at work, even ifcontact tracers determine they've been exposed to a positive case.

"If they're fully vaccinated, that doesn't mean they have to go home. You'd be able to [rapid] test and then say, 'OK, well, ... I'm not testing positive, so I'm good,I keep working.'

"But then even if you test positive, then you're fully vaccinated, you're not sick. So you may be able to keep working in certain conditions, but be protecting yourself and others in doing that."

The Department of Health did not respond to a request for comment.

Leo Hayes students to learn from home Wednesday

Students at Leo Hayes High School in Fredericton will be learning from home on Wednesday after a case of COVID-19 was detected at the school.

In a letter to parents and guardians Tuesday, David McTimoney, superintendent of Anglophone School District West, said the district is working with Public Health officials to identify any students and staff who may have been in contact with the case. He said anyone required to self-isolate will get a letter from Public Health with instructions.

"We will move to distance learningfor all students tomorrow, Wednesday, September 29," McTimoneywrote in the letter. "Students will not report to the school.Instead, students should sign in online and follow their regularly scheduled classes.

"Please note that at this time, all students should plan to return to school on Thursday,September 30, exceptfor those whom Public Health hasidentified as close contacts and required to self-isolate.If this changes, you will be advised."

Casesat 52 schools, 24 daycares since Sept. 7

Since Sept. 7, 52 schools and 24 early learning and child-care facilities have had confirmed cases of COVID-19, Public Health reported Tuesday.

The total number was not provided, but it includes morecases confirmed at schools and child-care facilities in four health zones across the province since Monday, according to a news release.

In the Moncton region, Zone 1, a positive case was confirmed at cole Champlain in Moncton and at Polyvalente Louis-J.-Robichaud in Shediac.

In the Saint John region, Zone 2, apositive case was confirmed at Sussex Elementary School and Apohaqui Elementary School.

The Anglophone South School District posted on social media Tuesday morning that students from both schools were beingdismissed at 11:30 a.m. for an "operational response."

Spokesperson Jessican Hanlon confirmed to CBCthat letters were sent to the families fo the two schoolsinforming them of a positive case in their school community, along with "next steps."

"Closing the school allows time to work with Public Health for contact tracing," she said in an email.

In the Fredericton region, Zone 3, a positive case was confirmed at Liverpool Street Elementary School in Fredericton.

A positive case was also confirmed at Skyline Acres Recreation After School Program in Fredericton.

In the Campbellton region, Zone 5, anew positive case was confirmed at Dalhousie Regional High School.

People who are close contacts of a positive case willbe notified directly by Public Health or the school or facility for contact tracing, according to the release.

Under New Brunswick'sHealthy and Safe Schools guidelines, schools with cases will close or move to online learning for at least one calendar day to support contact tracing, risk assessments and operational responses.

Breakdown of new cases

Of the 68 new cases of COVID-19 confirmed Tuesday,58 or 85per cent are not fully vaccinated, Public Health said.

The release did not sayhow many of them are under 12 and too young to be vaccinated or people who can't be vaccinated for medical or other reasons.

Butdailytesting data available on the provincial dashboard reveals 10 of the new cases are children under the age of 10. Elevenare aged 10 to 19.

The new cases are spread across six of the province's seven health zones. Here is a detailed breakdown:

Moncton region, Zone 1, 22 cases:

• Nine people 19 orunder
• Two people 20-29
• Two people 30-39
• Five people 40-49
• Three people 50-59
• One person 70-79

Eleven of these cases are contacts of previously confirmed cases, eight cases are under investigation and three cases are travel related.

Saint John region, Zone 2, two cases:

• A person 20-29
• A person 50-59

Both of thesecases are under investigation.

Fredericton region, Zone 3, 25 cases:

• Seven people 19 orunder
• Four people 20-29
• Five people 30-39
• A person 40-49
• Five people 50-59
• Two people 70-79
• A person 80-89

Nineteen of these cases are under investigation and six are contacts of previously confirmed cases.

Edmundston region, Zone 4, 15 cases:

• Four people 19 orunder
• Six people 30-39
• Four people 50-59
• A person 60-69

Eleven of these cases are under investigation and four are contacts of previously confirmed cases.

Campbellton region, Zone 5, three cases:

• A person 19 orunder
• Two people 20-29

Two of these cases are contacts of previously confirmed cases and the other is under investigation.

Bathurst region, Zone 6, one case:

• A person20-29

This case is under investigation.

New Brunswick has had 4,004confirmed cases of COVID-19 since the pandemic began, with 3,315recoveries so far.

A total of 459,031tests have been conducted to date, including 3,531 on Monday.

Travel registration now web-based

TheNew Brunswick Travel Registration Programnow offers a web-based application, Public Health announced Tuesday.

The previous registration form, which was a PDF document that had to be emailed, has been replaced, it said.

Anyone entering the province must pre-register through the program, including New Brunswickers.

People whoare vaccinated and received a temporary multi-use pass prior to Sept. 27,can now register for a permanent multi-use pass, Public Health said.

People who are unvaccinated must register each time theyenter New Brunswick.

Avoid Edmundston, Campbellton ERs

The Vitalit Health Network is asking people in theEdmundston region, Zone 4, and Campbellton region, Zone 5, to only visit the emergency department of the Edmundston Regional Hospital and Campbellton Regional Hospital in "urgent situations."

"This measure is necessary to reduce traffic and prioritize available resources to COVID-19 patients," the regional health authority said in a statement Tuesday.

The ERs remainavailable for people who need urgent care and who wish to see a doctor, it said.

But those whose condition is not critical are asked tosee their family doctor or nurse practitioner, consult their community pharmacist,visit a walk-in clinic or call Tele-Care 811instead.

"Those who nevertheless come to these emergency departments for non-urgent reasons must be patient and expect longer than usual waits,"Vitalit warns, thanking people for their "collaboration during this difficult period."

Vaccine resisters infringe on rights of others, doctor says

Doctors play a crucial role in addressing the public's concerns about getting vaccinated against COVID-19, the president of the New Brunswick Medical Society says.

Many New Brunswickers have accepted they need to get the vaccine, but almost 12 per cent haven't had a single dose.

Dr. Jeff Steeves says he's hearing that some people won't get the vaccine because they're worried it isn't safe. Others don't believe there is aCOVID-19 pandemic,and some say requiring people to be vaccinated would violate their rights and liberties.

But when people don't get the vaccine, Steevessaid, they infringe on the rights of the rest of thepopulation.

Steeves said six billion doses of vaccine have been administered worldwide, and it's been well-studied.

"We know it's safe and effective," he said. "This vaccine is not new."

Steeves, an ophthalmologist, said that when he sees patients, he asks whether they've received avaccine. The one-on-one conversations with patients allow doctors to share more information about the vaccine and address concerns people are having.

"I feel pretty good when people leave and say, 'Ah, I got it now, I trust what you're saying.'"

In New Brunswick, the province requires people toprovideproof of vaccination at most non-essential businesses.

Vaccine exemptions not likely

Although doctors haven't been inundated with requests, Steeves said,some people do asktheir doctors for anexemption from the vaccine. And when they're denied, he said, people leave the doctor's office angry and disappointed and can also be "verbally abusive" toward their doctor.

But the grounds for an exemption from the COVID-19 vaccine are"very narrow."

People can be exemptif they had a severe allergic reaction to the first COVID dose and have seen an allergist who says the patient "can't move forward to get a vaccine." Another exemption would be the vaccine coincides with the timing of chemotherapy.

"These would be very rare."

Steeves said the COVID-19 vaccines are 70 to 95 per cent effective. But when everyone gets the vaccine, it's even more effective.

"It's a shared responsibility that we all have to get vaccinated."

Public Health recommends that people who have been at a possible public exposure site and are not fully vaccinated get a COVID test, even if they don't have symptoms. They can book an appointment online or call Tele-Care 811.

If they do have symptoms, they must isolate while they await their results.

For people who are fully vaccinated, Public Health recommends they monitor for symptoms for 14 days after the possible exposure and get a COVID test if symptoms develop.

Anyone who frequented the locations at the specified dates and times should also avoid visiting settings with vulnerable populations such as nursing homes, correctional facilities and shelters for the next 14 days.

What to do if you have a symptom

People concerned they might have COVID-19 cantake a self-assessment test online.

Public Health says symptoms of the illness have included a fever above 38 C, a new or worsening cough, sore throat, runny nose, headache, a new onset of fatigue, and difficulty breathing.

In children, symptoms have also included purple markings on the fingers and toes.

People with one of those symptoms should stay at home, call 811 or their doctor and follow instructions.
