The provincial government, the federal public safety departmentand the RCMP all deny they are in negotiations with the CodiacRegional Policing Authority to cover the extra costs related to RCMP operations following last June's murder of three constables in Moncton.

The authorityfunctions as a police commission and its role is to set the budget for the communities of Moncton, Dieppe and Riverview communities that are patrolled by the CodiacRCMP detachment.

In October, chairperson NickLeBlanc wrote a letter to the provincial public safety department asking itto cover 100 per centof the cost of bringing in hundreds of officers from across the country for several weeks. In the letter, he noted the provincial government had declared thisevent a provincial emergency.

LeBlanc isn't saying much about where things stand now.

"Iwon't discuss the negotiations until it is settled," he said.

Public Safety Minister Stephen Horsmansaidin December thatany other municipalitiesin the province would have had its costs covered by the province.

However, that rule did not apply to the Codiac detachment.Horsmansays that's because the Codiac policing contract was signed with the federal government.

"The responsibility for Codiac's costs incurred during the the emergency is a matter for discussion between the parties," he wrote.

A spokesperson for the federal public safety department said in an email to CBC that, "Public Safety Canada is not currently engaged in negotiations with theCodiacRegional Policing Authority with respect to costs associated with the events inMoncton, New Brunswick during June 2014."

RCMP Cpl.ChantalFarrahsays the force is not involved in any negotiations. She says the RCMP provides the policing service to the Moncton region on behalf of the federal government.

Costs nearing $4 million

Monctoncitycouncil has been told by the city manager that the bill could reach $4 million.

Coun. Charles Legersays the money had to be spent.

"I don't ever want anyone to second guess whether or not, particularly the police service, second guessing whether or not they should be sending officers out for cost concerns. That's very clear," he said.

Leger says despite the denials of the province and the federal government,he's been led to believe that there are negotiations going on.

"This will iron itself out. Iam confident of that," he said.
