N.B. COVID-19 roundup: 1 more death, but cases trending down, says Higgs

COVID-19 has claimed the life of another New Brunswicker the 16th in the past six daysbut Premier Blaine Higgssays the province is on the right path, with the number of casestrending downward.

The number of people in hospital and in intensive care, however, has increased.

And the sourceof all but two of the 53 new cases is under investigation, pushing the number of cases of unknown origin in the province toan all-time high of 2,118.

A person in their 70s in theCampbellton region, Zone 5,has died "as a result of COVID-19," Public Health said in a news release. This pushes the number of COVID-related deaths to 91.

"I am sorry for the loss of another person to this virus," Higgs said in a statement.

But he noted the number of confirmed cases has decreased over the past few days, and daily recoveries have outpacednew cases.

On Monday, 53new cases were reportedand 138 recoveries, dropping the number of active cases in the province to 849.

"This is a reminder of the importance of following the rules, as doing so works and will allow us to continue on the path we are currently on," Higgs said.

There are 61 people in hospital because of the virus, four more than on Sunday, including 20 in intensive care, an increase of two.

The news release does not indicate whether any of them are age 19 or under.

Of those inhospital, 31 are unvaccinated, five are partially vaccinated and 25 are fully vaccinated.

Of thosein the intensive care unit, 18 are unvaccinated and two are partially vaccinated.

Of the new cases, 33 or 62 per cent are unvaccinated, seven or 13 per cent are partially vaccinated, and 13 or 25 per cent are fully vaccinated.

A total of 82.5New Brunswickers age12 and older are now fully vaccinated, up from 82.4 per cent on Sunday, while the rate of vaccination among those who have received at least one dose remains unchanged at 91.5 per cent.

New Brunswick has had 5,846 confirmed cases of COVID since the start of the pandemic, with4,905 recoveriesso far.

A total of506,943 tests have been conducted to date.

School closures less likely but still possible with rapid tests, Cardy says

The use of rapid COVID-19 tests in schools will reduce the likelihood of a school closure, but won't eliminate the possibility completely, Education Minister Dominic Cardysays.

In an interview with Information Morning Moncton Monday, Cardy said that since the rapid test program went into effect last week, 6,500 kits have been sent out as of Friday and 1,500 on Monday, but only for K-8 schools.

"We will also continue to see school closures ... based on the advice of Public Health," he said. "It should reduce a lot as the kits roll out, butPublicHealth is still where we're taking direction from."

Last Tuesday, the province started sending rapid test kits home with students to screen for COVID-19. The kits only go home with kids who are not vaccinated and have been identified as close contacts of a positive case.

One Monday, students in five schools were asked to stay home because of COVID-19 exposures.

In Rexton,Bonar Law Memorial School students are learning from home. In the Moncton area, Forest Glen, Maplehurst Middle, Riverview East and Sunny Braestudents stayed home whilestaff reportedto school.

Le SommetSchool in Moncton and Mont Carmel in Sainte-Marie-de-Kent were also closed.

According to the province, 99 schools and 53 early learning and child-care facilities have had confirmed cases of COVID-19 sincesince Sept. 7.

Cardy said he does not have the numbers of how many cases were detected using the rapid test kits.

"My main goal is to look at how to expand the program," he said.

Cardy said the program could be expanded to fully vaccinated students and daycare and early-learning centres as well, but it depends on the number of kits available and how the program is doing so far. There's no concrete timeline yet, he said.

"We have lots of centre operators saying they'd really like to have access to the tests. Obviously parents, too," he said.

Cardy said the expansion is gradual because the province wants to see how the program is faring logistically first, especially since parents are the ones responsible for administering the tests.

"We want to make sure that it works smoothly and that we're not building bad structures into this rollout, given that we could be doing this for quite a long time as we fight COVID over the next, quite possibly,couple of years," he said.

Rapid tests are also being distributed to the general public.

Rapid test kits available provincewide Monday

People who are not positive COVID-19 cases and are not close contacts of a COVID-19 case can pick up thefree kits and administer the tests from home at a number of locations across the province.

But some locations, such as Shediac, had already run out by lunch time, despite Public Health having doubled the number of kits availableat each location to try to meet the demand.

"All the locations will be open during their scheduled hours or until the daily supply has been given out," Public Health said in a news release. "New supplies of test kits will continue to be delivered to the pick-up locations throughout the week."

The first three pickup locations Saturday in COVID-19 "hotspots"Moncton, Grand Falls and Perth Andover were all forced to close earlywhen all kitswere claimed within the first couple of hours.

There were about 7,500 test kits available at the three locations.

"We appreciate that so many people want to do their part to slow the spread of COVID-19," Chief Medical Officer of Health Dr. Jennifer Russell said in a statement.

She urged people to be patient withstaff who are "diligently working to get rapid test kits into the hands of New Brunswickers."

The rapid tests are designed for people age two and older.

It's important that those who get apositive result on a rapid test make an appointment to get a follow-up polymerase chain reaction (PCR) lab test, said Russell.A PCR test isconsidered the gold standard diagnostic test.

"Anyone who has been directed by Public Health to isolate is not permitted to leave isolation if they receive a negative result from a rapid test kit," the releasesaid.

2 more deaths at Dalhousie nursing home

The COVID death toll in an outbreak at a Dalhousie nursing home has risen to five, according tothe interimexecutive director of the New Brunswick Association of Nursing Homes.

Three deaths at the Villa Renaissance were reported Sunday two residents in their 40s and an employee.

Michael Keating saidanother resident at the 90-bed facility died Monday morning. Hecould not immediately provide any other details.

Another resident who died was in palliative care when they tested positive for COVID, said Keating.

He doesn't know if the province will count the person's death as COVID-related or not.

Department of Health spokesperson Bruce Macfarlane confirmed there have been five deaths at the home four residents and one employee.

He did not immediately provide any other information about the deaths.

A total of 13 cases of COVID-19 have been confirmed at the home in the past weeksix residents and seven employees, said Macfarlane.

Another round of PCRtesting was scheduled to be conducted Monday, he said.

Residents and staff have already been tested three times since theprovincial rapid outbreak management team, also known asPROMT,was activated on Thanksgiving Monday. The outbreak was declared on Oct. 12.

Keating said some employees are going above and beyond the increasedinfection prevention and control measures.

"We've heard stories that employees have even moved into recreational vehicles on site so that they don't go home and potentially transmit to their families, sothat shows quite a dedication to their professions."

Moncton Hospital cancer, general surgery unit outbreaks up to 24

A total of 24 cases ofCOVID-19 have now been confirmed in an outbreak on the cancerand general surgery units of theMoncton Hospital, says the Horizon Health Network.

As of Monday, 14 patients and 10 staff members on Unit4200 (oncology) and unit 5600 (general surgery) have tested positive, said Christa Wheeler-Thorne, the hospital's executive director.

Mass testing is continuing and both units remain closed to admissions and transfers, she said.

CBCfirst confirmed the outbreak last Friday.

The total number of confirmed cases in a previous outbreak on the geriatric unit (5200), announced Sept. 27, was not immediately available.

Staff are following enhanced infection prevention and controlguidelines and foot traffic to these units islimited to essential services, such as food services.

"I'd like to commend our staff including employee health and our IPC staff for their swift, thorough response to this situation," Wheeler-Thorne said in an emailed statement."Their efforts have been instrumental in tracing and containing these outbreaks."

Liberals call for increased COVID spending

The Opposition Liberals are calling on the Higgs government to increase spending on COVID-19 measures.

Interim Liberal Leader Roger Melansonsaidhis party supports strongPublic Health measures to fight the spread of the virus, but they must be "properly financed."

"What good is a travel registration program if there is no control at the borders? Where is the more secure QR code system for the proof of vaccination policy?" Melansonasked in a statement.

He noted the governmentfailed to adequately supply the rapid testing kit pick-up centres in the circuit breakerzones over the weekend, and contends it's"increasing the burden" on teachers by not providing additional resources to manage the rapid testing program implemented in schools last week.

With the government now projecting a$38 million surplus, Melansonargues more money should be allocated to "fight the crisis."

"Kids are getting sick, workers are burning out, and people are dying. We need real action now," he said.

Schoolcases now on dashboard

The province's COVID-19 dashboardhas been updated to include some informationabout cases at schools.

The number of schools with new cases is listed, 16 on Monday, along with the total new cases at those schools, 24.

Users can find the names of the schools with new cases by zooming inon themap and searching fororange dots. The breakdown of cases at each school is not provided.

The dashboard also shows how many of theschoolsare newly impacted, three; the total number of schools currently impacted, 55, which are listed along the side.

In addition, it shows how many positive cases there have been at how many schools since the beginning of the school year 354 cases at 102 schools, as of Monday.

No information about the schoolcases was provided in the daily news release.

New cases have been confirmed at five child-care facilities in two health zones.

In the Moncton region, Zone 1, acase has been confirmed at Garderie Le Pavillon du Sommet and Wee College Downtown, both located in Moncton.

A new case has been confirmed at JD Tae Kwon Do in Moncton.

In the Campbellton region, Zone 5, acase has been confirmed at Garderie L'Enfant Magique Inc. in Campbellton.

A new case has been confirmed at Garderie Dragon Day Care in Atholville.

People who have been inclose contact with a positive casewill be notified directly by Public Health or the facility for contact tracing, Public Health said.

Since Sept. 7, 56 early learning and child-care facilities have had confirmed cases of COVID-19.

No new cases at Drew Nursing Home

No new cases of COVID-19 have been confirmed at Drew Nursing Home in Sackville, according to an update the administration sent to families Monday.

"We have received the results from Friday's testing and I am extremely happy to report that once again there were no positive COVID 19 cases," it said.

The notice does not indicate whether there are still any active cases at the 118-bed home. As of last Thursday, there was one.

One more round of testing is scheduled for Tuesday and if all results are negative, Public Health may declare the outbreak over by Friday, according to the notice.

The Chignecto and Beausejourunits have both been cleared. "These residents are starting to get out and about within their units and will be starting to go back to their dining rooms in the coming days," the notice said.

The Fundy unit is also expected tocleared "in the next few days," it said.

The outbreak began Sept. 14, when itwas announcedthe homewas closed to visitors after a staff member tested positive.

A total of 40 people have tested positive throughout the outbreak 30residents and 10 staff.

Eight residents have died.

COVID testing now at Saint John Airport

COVID-19 testing is now available at theSaint John Airportfor asymptomatic travellers.

The airport signed a lease contract with Distribution Ad Valorem and the new testing site launched Monday.It will be open Monday through Friday between noon and 5 p.m.

The company offers three testing options, including rapid antigen tests and the standard PCR tests, at a cost of$149 to$299, depending on the type of test.The cost includes the provision of a certificate confirming date and time of testing, test result and passport number.

Designated support persons must be vaccinated

Both the Horizon and Vitalithealth networks will require designated support persons to be fully vaccinated, effective Nov. 19.

Horizon announced full vaccination will be required to visit eligible inpatients and to accompany patients to outpatient appointments and in the emergency department in all itshospitals andhealth-care facilities.

"This measure is being taken to protect the safety of Horizon's vulnerable patients and clients and its staff and physicians amid the increasing number of COVD-19 cases and hospitalizations, including ICU admissions," it said in a news release.

Between Oct. 18 and Nov. 19, patientseligible for thedesignated support persons (DSP) program are asked to appoint a fully vaccinated DSP.

If an unvaccinated DSP is the only option, the DSP must follow interim vaccine guidelines andand participate in a COVID-19 testing regimen, the release said.

Horizon patients eligible for a designated support personincludethose in palliative care, inobstetrics (labour and delivery, postpartum), neonatal, intensive care/critical care units, pediatrics, patients who have been in hospital for 14 days or longer, and patients with intellectual/communication impairments (cognitive impairment leading to agitation and inability to console; communication impairment which affects care).

Vitalit announced its eligible hospital patients will be asked to identify a fully vaccinated designated support person.

"If this is not possible, an unvaccinated designated support person will be allowed to visit" if they meet certain COVID-19 testing requirements, according to a news release.

Between Oct.18 and Nov.19, unvaccinated designated support persons will be required to:

• Show proof of a negative COVID-19 test result taken within 72 hours of the visit."If it is not possible to get a screening test before admission, the test should be scheduled as soon as possible, and the test date communicated to the health care team," the news release states.
• Get tested on Day5 and Day 10 if visits continue, and present evidence of negative test results.
• Get tested twice a week if visits continue after Day 10 and present evidence of negative test results.
• Not have symptoms of COVID-19.
• Practise proper hand hygiene, wear a mask, limit movement inside the hospital, agree to go only to the patient's room, respect physical distancing of twometres, and limit interactions with staff, other patients and visitors.

Exceptions can be made for the designated support person accompanying pediatric patients, patients with special needs and for emergency department visits, the news release said.

Vitalitpatients who are eligible for a designated support person include: thosein pediatrics/pediatric psychiatry, neonatalogy, obstetrics (labour, delivery and post-partum), and intensive/critical care; patients receiving palliative/end-of-life care; patients receiving medical assistance in dying; patients hospitalized for 14 or more days; patients with cognitive/communication impairments (cognitive impairment leading to agitation and inability to console; communication impairment which affects care); and patients in emergency and ambulatory services.

Nova Scotia reported 72 new cases of COVID-19 on Monday, a figure that includes all new cases identified since the last update on Friday.The province now has 208 active cases.Fifteen people are now in hospital with the virus, including threein intensive care.

Newfoundland and Labradorreported eight new cases and two more deaths on Monday. There are 47 active cases, and six people are in hospital with the virus, including two in critical care.

Prince Edward Islandreported three new cases on Friday. The province had seven active cases.

Public Health recommends that people who have been at a possible public exposure site and are not fully vaccinated get a COVID test, even if they don't have symptoms. They can book an appointment online or call Tele-Care 811.

If they do have symptoms, they must isolate while they await their results.

For people who are fully vaccinated, Public Health recommends they monitor for symptoms for 14 days after the possible exposure and get a COVID test if symptoms develop.

Anyone who frequented the locations at the specified dates and times should also avoid visiting settings with vulnerable populations such as nursing homes, correctional facilities and shelters for the next 14 days.

What to do if you have a symptom

People concerned they might have COVID-19 cantake a self-assessment test online.

Public Health says symptoms of the illness have included a fever above 38 C, a new or worsening cough, sore throat, runny nose, headache, a new onset of fatigue, and difficulty breathing.

In children, symptoms have also included purple markings on the fingers and toes.

People with one of those symptoms should stay at home, call 811 or their doctor and follow instructions.
