St. John's city council is expected to vote on a controversial proposal in the Kenmount Terrace area on Monday.

St. John's City Council is expected to vote Monday on a controversial proposal in the Kenmount Terrace area.

A developer wants to build three apartment buildings on a piece of land off Ladysmith Drive; however, for that to happen the area must first be rezoned.

Last year, more than 400 people signed a petition against the proposal, fearing traffic and crime will increase in their neighbourhood if the development happens.

Commissioner Wayne Thistle was appointed to hold a hearing on this issue and report back to the city.

After meeting with residents,Thistle recommendedthat the city not allow the apartments to be built.

However, city staff members are calling on councillors to reject the commissioner'srecommendations and rezone the land.

Kenmount Terrace resident Tom Kent isupset at that process.

"You know, why do we have commissioners?" he said.

"My number one question. If you are going to send it off to the commissioner and you don't accept his ruling. Then you know, what's he there for?"

Embracing density

City councillor Tom Hannwouldn't saying how he wouldvote, but he said approving the project would be in keeping with the municipal plan that calls for reducing urban sprawl and increasing density.

"That includes different types of housing, and when you talk about housing you know we have a housing problem in this city," he said.

"The more we can provide in terms of apartment buildings, especially high-end apartment buildings, then you know we can help alleviate the housing problem as well."

Another councillor told CBC that council is "somewhat" divided on Ladysmith Drive development issue.

Only Bernard Davis, who represents Kenmount Terrace in the council chamber, has spoken out against the proposal.
