Tests conducted last month show emissions from one boiler meet guidelines. Another is now four per cent over limits.

A month earlier it was 45 per cent over.

The company is promising to install new equipment.

The provincial government says it will cancel the mill's operating licence if it does not meet all guidelines by the end of May.

Stantec Consulting Ltd. completed the testing on Oct. 24.
