Doctor found guilty of misconduct

A P.E.I. doctor has had his licence revoked following a finding that he sexually abused a patient, the College of Physicians and Surgeons of P.E.I. revealed Tuesday.

Dr. Douglas Ian Cameron faces a number of sanctions after being found guilty by a board of inquiry of professional misconduct, including:

  • Licence revoked immediately.
  • Cannot reapply on P.E.I. for 10 years.
  • Pay $2,500 fine for professional misconduct for the sexual abuse.
  • Pay another $2,500 for failing to abide by the conditions of his licence.
  • Pay $15,000 toward costs of hearing.

Cameron was accused bytwo female patients of grabbing their breasts during visits to his office.

A board of inquiryfound himguilty of one count of sexual abuse and two counts ofprofessional misconduct for failingto have a chaperone present during those visits.

Cameron's lawyer told the board both women were on anti-depressants, and suggested one was trying to get back at Cameron for refusing to prescribe a narcotic painkiller.

This isn't the first time Cameron has had his licence revoked. In 1995, he was convicted of sexually assaulting three female patients. After getting out of jail, he got his licence back with conditions. One of the conditions was to have a chaperone present during examinations of female patients.

At the hearing into these latest allegations, the board heard that he didn't have a chaperone in his office.

Cameron told the hearing the college's former registrar had told him years ago that a chaperone was no longer necessary. However that registrar has since died, and Cameron didn't have any documents to back up his story.

The finding is dated May 9, but was only released Tuesday following notification of people involved in the disciplinary hearing.

Corrections

  • An earlier version of this story incorrectly stated that the board found Cameron had grabbed the breasts of two women during visits to his office. In fact, the board found him guilty of one count of sexual abuse and two counts of professional misconduct.
