Is panhandling a problem in Saskatoon?

Community Support Officers who patrol downtown have noticed a growing trend that's causing some people to feel intimidated.

Community Support Officers who patrol downtown have noticed a growing trend that's causing some people to feel intimidated.

Small groups of panhandlers are working together, one person breaks away from the group to ask a passerby for money, while the others watch. The support officers say this often creates intimidation for the person being approached.

The support officers also raises concerns over more panhandlers approaching drivers in traffic.
