Thunder Bay police suspect foul play in disappearance of 23-year-old Ottawa man

Police in Thunder Bay, Ont., are seeking the public's assistance in locating missing 23-year-old Justin "Milky" Duncan.

Police in Thunder Bay, Ont., are seeking the public's assistance in locating missing 23-year-old Justin "Milky" Duncan.

Duncan is an Ottawa resident with friends and acquaintances inthe Thunder Bay, Toronto and Ottawa areas, police stated in a written release Friday, adding they believe he arrived in Thunder Bay in early November 2016.

Duncan was last seen in the Limbrick Street area during the early morning of November 22.

According to witnesses, Duncanwas involved in an altercation just before his disappearance, police said.

Family and friends have not heard from him since and the investigators suspect foul play.

Police described Duncan as approximately 5' 8" tall, and slim build withcurly dark hair.

There are concerns for his welfare because he has epilepsy.

Thunder Bay Police are looking to speak with anyone who was with Justin Duncan prior to his disappearance and are also asking for anyone with any information regarding his disappearance or current whereabouts to please contact police at 684-1200,Crime Stoppers at 1-800-222-8477 or tipsubmit.com.
