Norm GardnerNorm Gardner began his career in city politics as an alderman in North Yorks Willowdale in 1976. He later was a long serving Metro Toronto and Toronto City Councillor, from 1988 to 2000. He served as Chair of the Toronto Police Services Board from 1998 to 2003, but was forced to resign over a scandal involving him taking ammunition from the force for his own use.
