An economic upswing may soon uplift one street in Windsor's hard-hit west end.

Within two weeks, work is slated to begin, bringing new life to a historic building on University Avenue West.

The Penalty Box restaurant will open a second locationat University and Elm Avenuein a building thatserved as a base for the city's streetcars a century ago.

Owner Van Niforos says he fell in love with the building because of the history, but the location made him want to stay

"Now with the University of Windsor having another campus downtown, we're right in the middle of it. The pool project going on that's only a walking distance away. So everything's shaping up," said Niforos.

He said building permits are ready to go and he will get a look at the latest architectural designs Tuesday.

Niforos has invested $3 million in the project. He plans to have an organic greenhouse attached to the new restarurant.

The eatery is to open next spring.

University Avenue Westwill also see a dollar storeopen in October.

Niroros also co-owns 1100 University Ave. W., with plans to lease the building as office space.
