Windsor council approves downtown improvement plan minus some community-minded incentives

The incentives not being adopted would have directed funds toward enhancing alleys in the business district, having community groups engage with the public, and encouraging homeowners to make renovations.

The community improvement plan for downtown Windsor is going ahead, but not in its entirety.

City council approved six new incentives during a special meeting Friday, but did not support three others.

Ward 3 Coun.Rino Bortolinwanted to see the whole package adopted but said he was still pleased that some key incentives were passed.

"It was made as a comprehensive plan, so when you take three out of the nine out, you won't see it be as successful as it should," he said."That being said, it's still a very aggressive plan. You will see a lot of investors in the core. You will see a lot of people starting to build back up in the core because of the incentives."
