Documents filed by the RCMP's lead investigator into allegations of illegal Senate expense claims raise new questions about the role of the Prime Minister's Office in former chief of staff Nigel Wright's decision to repay Senator Mike Duffy's expenses.

The documents, released Wednesday, include an affidavit by Cpl. Greg Horton setting out his reasons for seeking further documents and data, including banking records surrounding the receipt of $90,000 that was used to repay Duffy's expenses.

That affidavit, called an Information to Obtain a production order or ITO, includes Horton's allegations that Wright and Duffy committed bribery, fraud on the government and breach of trust. None of those allegations has been proven in court, and no charges have been laid.

Horton also filed several appendices, including a letter from Conservative Senator Marjory LeBreton, who was then the government's leader in the Senate, and Prime Minister Stephen Harper, in which she objected to interference of the Senate's handling of the controversy over several senators' residency and housing expenses. Also released Wednesday is a draft memo from PMO officials to the prime minister that included a proposed response to LeBreton's criticisms.
