Pet stores: Should sale of cats and dogs be banned?

A Toronto city council hopeful is proposing a citywide ban on the sale of dogs and cats in pet stores. Dean Maher believes impulse purchases of animals can lead to abandoned or neglected pets, which often end up languishing in the city's already-full shelters. He believes a bylaw would be a large step forward in decreasing the number of unwanted animals.
