No "buy-local" policy for Halifax

On Monday, I wrote about a proposal from councillor Dawn Sloane to create a "buy-local" policy for Halifax.
 
The issue came up after a Dartmouth firm lost the contract to provide telephone and e-voting services to the city, to a company from Spain.
 
Sloane wanted staff to create a scoring process that would give preference to local businesses when evaluating bids to provide goods and services to HRM.
 
On the surface, it seems like something of a motherhood issue. But in reality, it would be difficult to craft a policy that would maintain the tenets of a fair and open bidding process, while getting the best value for taxpayers dollars.
 
Tuesday night, council decided to not even try.
 
Sloane's motion was defeated. It wasn't a recorded vote so we don't have a  list of who voted for or against it.
 
So, while "buy-local" may be an effective ad campaign for local companies, it will have no bearing on their attempts to do business with city hall.
