WHAT'S HAPPENING
The homelessness rate has dropped by nearly 95 percent.
At the conclusion of the pilot program, just 6% of clients remained homeless.
"We used to underestimate the stabilizing impact that housing has.
"Housing First" gives homes to homeless individuals, with no strings attached.
Rent runs about $230 a week.
