The move comes as Campbell faces the lowest rating among Canadian premiers, with recent personal approval numbers below 10 per cent.

A media release sent Sunday afternoon said Campbell will announce a "realignment" before speaking to the media on Monday morning.

That suggests he might intend to move smaller-portfolio ministers around rather than make major changes in the more significant ministerial jobs.

Campbell, who is expected to announce retirement before the 2013 B.C. election, is suffering from the way his Liberal government introduced the harmonized sales tax.

Political observers say the premier's TV address on Wednesday will likely focus on the economy, while he may choose to relay more about his personalplans at a party convention in November.
