Seven of eight chiefs of staff say the bill aimed at reforming the military's criminal justice system could undermine the authority of military leaders.
"The rights of freedom of speech and assembly do not give anyone the right to resort to violence, sedition and insurrection," the memo reads.

The decision to quarantine was made after the vice commandant of the U.S. Coast Guard, Adm. Charles Ray, tested positive for the coronavirus.
"I should not have been there," Gen. Mark Milley, chairman of the Joint Chiefs of Staff, said in a prerecorded video commencement address.
Tuesdays launch was the country's ninth round of weapons tests since late July.
The Joint Chiefs of Staff didnt immediately say what the weapons were, how many were launched or how far they flew.
